Experience
Dave Sloniker is a former member of the Senior Executive Service and retired Army Medical Service Corps officer with over 30 years of experience specializing in Healthcare Supply Chain. In his newly created role at TISTA, he will collaborate with business units to deliver innovative solutions to government and commercial clients and drive growth integrating the Healthcare IT and Supply Chain sectors.
During Dave’s tenure at the VA he was responsible for Supply Chain Modernization efforts across the Department of Veterans Affairs. During Dave’s Army career, he led organizations that provided direct healthcare delivery, healthcare supply chain IT solutions, and medical materiel and biomedical maintenance logistics services.
Education
Dave holds a Master of Strategic Studies from the US Army War College, a Masters of Business Administration from Webster University, and a Bachelors of Arts in Psychology from the University of Washington, Seattle. Recently, Dave completed courses in Influence and Persuasion in Leadership and Effective Organizational Communications from Harvard University.
Dave Sloniker has been a featured speaker at several healthcare and supply chain conferences, sharing insights on resilience in federal supply chains and modernization efforts. Here are a few notable engagements:
• Veterans Affairs Healthcare Summit where he discussed enterprise supply chain modernization and its impact on VA healthcare operations. His role at the VA Logistics Redesign Program Office (VALOR) was highlighted as a key initiative in improving supply chain efficiency.
• GHX Summit 2025 – Mr. Sloniker spoke on Navigating Future Disruptions: Strategies for Resilience in the Federal Supply Chain. His session focused on healthcare IT integration with supply chain management, leveraging his experience from the VA and TISTA Science & Technology Corporation.
